BCCL Board
The board is composed of the Chairman and four members appointed by the Council of Ministers for a five-year term.
Mazen Soueid - Chairman
Dr. Soueid was appointed by the Council of Ministers as Chair of the BCCL Board in July 2025. He is also a Member of the Special Investigation Commission (SIC, the Financial Intelligence Unit of Lebanon), and a Non-Executive Board Member of the Capital Markets Authority of Lebanon (CMA).
He brings over 25 years of experience in economic policy, banking, investment promotion, and academia, with leadership roles across national institutions, international organizations, and the private sector.
Most recently, he served as Chairman and General Manager of the Investment Development Authority of Lebanon (2019–2025). He was also President of the Productive Sector Committee at the Economic & Social Council. Prior to that, he was Chief Economic and International Advisor at the Presidency of the Council of Ministers, providing guidance on fiscal, banking, and development policies. Earlier in his career, he worked for more than six years as an Economist at the International Monetary Fund in Washington, D.C., advising governments in Asia, Africa, Latin America, and the Middle East on monetary policy, debt sustainability, and capital market development.
He also served as an Independent Non-Executive Board Member and held the position of Chief Economist in the banking sector, leading research and strategy across multiple countries. Dr. Soueid has international banking experience with Deutsche Bank in London and New York.
He has also held academic roles, teaching for more than 13 years at the American University of Beirut, serving as Advisory Board Member at Beirut Arab University Business School, and lecturing at Brown University in the United States.
He is the author and co-author of several books, including The Lebanese Renaissance Towards the Developmental State (2016) and The Lebanese Economic Project: The Lessons of the Past and the Challenges of the Future (2011). He has published articles, delivered interviews on international and regional media outlets, and participated as a speaker in numerous conferences and forums locally, regionally, and internationally.
Dr. Soueid holds a Ph.D. in Economics from Brown University.
Rabih Nehme - Executive Board Member
In July 2025, Mr. Rabih Nehme was appointed as an Executive Board Member of the Banking Control Commission of Lebanon (BCCL). He brings more than 27 years of experience in banking supervision, risk management, and the implementation of international standards.
Before his appointment at BCCL, Mr. Nehme served as a banking supervision expert at the Central Bank of Oman, where he led initiatives to align regulations with international standards and set the foundations of the implementation of Basel III Endgame (Basel IV). Mr. Nehme has prior supervisory experience with the BCCL as Head of Risk Assessment Department.
Internationally, he has been a Member of the Regulatory Consistency Assessment Program (RCAP) at the Basel Committee on Banking Supervision since 2018 and represented BCCL at the Basel Consultative Group and the Arab Committee on Banking Supervision.
He has contributed to technical assistance missions and capacity-building programs for central banks in the MENA region, including Jordan, Iraq, Syria, and the UAE, and has been a speaker at regional forums organized by central banks and financial institutions across the Arab world.
In academia, he taught Banking Risk and Regulation courses for ten years at Université Saint Joseph and three years at the American University of Beirut.
Mr. Nehme is also the author of the Handbook of Lebanese Financial Regulations (2011, 2013).
Mr. Nehme holds a Master’s degree in Banking and Financial Economics from the Lebanese University and an International Certificate in Banking Risk and Regulations from the Global Association of Risk Professionals (GARP).
Aline Spiro - Executive Board Member
Mrs. Aline Spiro joined the Banking Control Commission of Lebanon (BCCL) in July 2025 as Executive Board Member. She has over 20 years of experience in banking and financial services, with expertise in remedial management, structured loans, financial institutions oversight, correspondent banking, cross-border payments, trade finance, and AML/KYC compliance.
Prior to her appointment, she worked at Deutsche Bank in Dubai, managing regional and African banking relationships with a focus on regulatory compliance and financial risk management. She also taught microeconomics and macroeconomics at Notre Dame University (NDU) in Lebanon.
She holds a Postgraduate Diploma in Banking and Finance and has participated in numerous international forums and policy dialogues on regulatory reform and financial stability.
Nader Haddad - Executive Board Member
Mr. Nader Haddad joined the BCCL Board as an Executive Member in July 2025.
He is a financial services executive with more than 15 years of experience advising banks, regulators, and government entities across the Middle East. Prior to his appointment at BCCL, he has held senior positions at Strategy& (formerly Booz & Company) and McKinsey & Company, with a career spanning major financial hubs including the UAE, Saudi Arabia, and Kuwait.
He has led national regulatory reform programs for central banks, focusing on financial sector growth, governance, and oversight. His work has included developing supervision frameworks, designing fintech licensing regimes, and advancing Open Finance initiatives. These engagements have involved extensive dialogue with central banks, financial institutions, and fintech companies to promote financial stability and sectoral innovation.
In the private sector, Mr. Haddad has overseen strategic and transformative projects with leading banks, with a primary focus on growth strategies, risk management, and governance. He has supported balance sheet restructuring and revitalization efforts, enhancing asset quality and restoring resilience. He has also directed post-merger integration for several bank acquisitions in the region, driving scalable growth and operational excellence.
He holds an MBA from the Stanford Graduate School of Business and a BA in Economics from the American University of Beirut.
Tania Kallab - Executive Board Member
Dr. Tania Kallab joined the Board of the Banking Control Commission of Lebanon (BCCL) as an Executive Member in July 2025. She also serves as a member of the Higher Banking Commission (HBC).
She brings over 15 years of combined experience in economic policy, institutional reform, and international financial cooperation. Prior to her appointment, Dr. Kallab served as Economic Advisor to the U.S. Embassy in Beirut (2022–2025), and later joined the President’s economic team as advisor on International Economic cooperation, where she provided guidance on Lebanon’s engagement with the IMF, fiscal and monetary frameworks, and post-crisis recovery.
An accomplished academic, Dr. Kallab served as Assistant Professor of Economics at the Lebanese American University (LAU) from 2015 to 2021, and has taught at ESA Business School, Holy Spirit University of Kaslik (USEK), the Lebanese University, and other institutions abroad. Her teaching portfolio spans microeconomics, macroeconomics, international trade, political economy, and institutional economics. Her courses integrate research, policy application, and hands-on case studies, often drawing on her consultancy and field experience.
Dr. Kallab is also the founder and CEO of Konsilyum, an economic advisory and mediation firm focused on public finance, reform strategy, and sustainable economic development. Over the years, she has advised numerous public institutions and line ministries on policy reform, budget design, sectoral development, and institutional strengthening often in parallel with her academic work.
Dr. Kallab is the author of several peer-reviewed articles on institutions, trade, and political economy, and is a frequent speaker at international academic and policy forums. She is fluent in Arabic, English, and French.
She holds a Ph.D. in Economics from ESSEC Business School and Université de Cergy-Pontoise, she also earned a Master’s in Business Administration from ESSEC, a Master’s in Economic Analysis from Université de Cergy-Pontoise, and a B.Sc. in Economics from the Lebanese American University. In 2024, she completed a Public Policy Analysis Certificate at the London School of Economics and Political Science (LSE), designed for professionals shaping real-world reform.
